I know a guy who did a hasty repair, intended to be temporary and with little expectation of success, on the forend latch of an SKB side-by-side shotgun. The damage didn't render the gun dangerous but it did make the forend loose and eventually could have affected cocking and ejection. Anyway, when he showed it to me he'd had it that way about ten years and the glued crack, barely visible, was sturdy as ever. Product used: JB Weld. Having said that, I'd also check the thickness and width of the frame the rivets go through. Without even changing or drilling out the rivets, you may have plenty of room to drill two small holes for machine screws with washers and a nut on the underside. If necessary, they can be filed quite flush so as to not change clearance of line on the spool where they pass through the frame.
As bulldog said, this may be a nuisance or too little clearance to bother with, but any good hardware store will have fine machine screws, with nuts and washers, of a size about like the rivets. JB Weld is good, so you might as well try that first.
