I searched through a salty forum that had a very recent Harnell thread. One of the inviduals that are in the process of reconstructing the Harrington brand name has been interacting with surf guys, offering info on old models, specs, etc.

I sent him an email inquiring about this model and just received the following response -

I will tell you what I know about the Harnell #604. I believe this model was introduced in 1960. It was called the 604 Pee Wee Fly Rod. It was considered an Ultra-Ultra-Lite Dry Fly Rod and was advertised by Harnell as having "surprising feel and power" for a 5' one piece rod weighing in at only about 2-3/4 oz. The selling price of the #604 in 1960 was $19.95.

I'll have to take it out tomorrow and see about this.

I heard back from the contact at Harrington/Harnell and learned that the rod originally was designated as a (H Level HDH Taper) which converts to a DT6 weight (I am told).

Had it out and did some snow casting before I learned this and tried WF4-6. It couldn't really load with the 4, but the 5 and 6 worked. I thought the WF5 was probably best, but would need to do some further analysis.

I did a little very small stream work with it the next day. Having all of the guides frozen compicated things, but I did have a couple of strikes from small brookies. With the 5 weight line, I wasn't able to have much success with short roll casts, though short distance overhead casting in tight quarters was a blast.

More info to follow when I can get it out on some open water.
